No. Excess capacity can cool quickly without running long enough to manage humidity well, while undersizing can lead to long run times and poor comfort.

Does this replace a Manual J calculation?

No. It is a room-unit screening estimate. Whole-home equipment and difficult spaces need a load calculation that accounts for climate, envelope, ducts, and ventilation.
