Why is 5 hours 5 minutes not 5.05 hours?

Minutes are sixtieths of an hour, not hundredths. Five minutes is 5 ÷ 60 = 0.083 of an hour, so the decimal total is 5.08.

Can I enter more than 59 minutes?

Yes. An entry like 0 h 90 min is valid and carries over automatically, which is useful when notes record long tasks in minutes only.
